Printed document 7-3-1978 both sides and is a remission issued to the magistrates of North Westminster concerning Hugh Tollemache , convicted on 20th August 1976 of failing to furnish a statutory statement of ownership contrary to the Road Traffic Act of 1974 & fined £15 . Pardoning him and remitting the fine , signed by Her Majesty at the head of the document & also signed by Merlyn Rees the then Home Secretary . With blind embossed red paper seal
